Mechanism for implementation of the human right to peace: essential dimensions

The article examines the mechanism of realizing the human right to peace, which with each passing day of the war becomes more and more relevant not only on a national scale, but also on an international scale, because even states that are not parties to the conflict feel its economic problems, the influx of migrants, problems in communication. In general, the right to peace is characterized as an international collective right, which is based on ensuring the prerequisites for a safe, stable and dignified life of human societies away from the dangers and disasters of wars, as well as the consequences and dangers of armed conflicts, in the light of the basic requirements arising from the idea of ensuring achieving security of human rights, non-violence, achieving development, environmental protection and other elements that cannot be separated from the right to peace. The author shares the point of view that the human right to peace should be considered simultaneously as having a collective and individual character. The right to peace is not an abstract category, but a right that is recognized and must be ensured by every state and every party to the conflict. It is noted that the connection between peace and human rights is not a new phenomenon, but has deep historical roots.

The author characterizes the mechanism of realization of the human right to peace in Ukraine, which consists of the following elements: 1) establishment of peace as such (achievement of a political decision to end hostilities; 2) consolidation of the human right to peace with effective guarantees of its observance; 3) settlement of the issue of nuclear safety. It is emphasized that the implementation of such a mechanism is possible only in close cooperation with the international community and as a result will contribute to the improvement of living standards, development and protection of human rights.

Attention is drawn to the insufficient influence of the sanctions policy on the part of the international community on the russian federation, because despite the fact that the latter is the leading state in terms of the number of sanctions imposed on it, they did not bring the necessary result.

Key words: human right to peace, war, nuclear security, sanctions policy, human rights, consolidation of human right to peace.
