About legistive illusions

In the conditions of the Russian-Ukrainian war, which is being waged with the aim of removing the very name Ukraine from the historical and geographical maps and destroying Ukrainians as an ethnic group, the aggressive policy in the temporarily occupied Ukrainian territories shows that our state must respond adequately and quickly to such new challenges. For this purpose, already in the process of the war, the improvement and development of the legislative framework aimed at strengthening national-patriotic education began, because it became obvious that educational institutions often “forgot” about the humanitarian component of the educational process, which the day before became an educational process, and a large part of citizens fell into the trap of the postulate of “what a difference”. The war again called to life the fundamental principles on which the formation of a new nationally and European-oriented Ukrainian can only take place — language, freedom, faith, army. The “Concept of National Patriotic Education in the Education System of Ukraine” was approved by the order of the Ministry of Education and Culture of Ukraine dated June 6, 2022 № 527. From the date of the document, it can be seen that its acceptance was obviously influenced by the full-scale invasion of the Russian Federation into Ukraine. The concept recognizes that “unfortunately, until today, Ukrainian education did not have a convincing and positive Ukrainian-centric tradition, experience in the education of patriotism in children and youth, in previous times the term “national” was generally feared, and “patriotic education” was used exclusively in the ethno-people or neo-Soviet dimension”. By order of the Ministry of Education and Culture of Ukraine dated September 13, 2023, the “Protection of Ukraine” educational program is recommended for students of grades 10–11 of general secondary education. A number of measures aimed at military-patriotic education are planned. With the introduction of the named subject “Protection of Ukraine”, the issue of teacher training arose acutely, because there are no specially trained specialists in schools. At the master’s level under the autumn-professional program “Secondary education (Protection of Ukraine)” of the subject specialty AA 16 Protection of Ukraine under the title “Theory and methodology of teaching socio-humanitarian disciplines”. The first steps in the training of such teachers have already been taken at Mykhailo Drahomanov Ukrainian State University. In the context of the organization of national resistance, the university has also started basic combined military training (BZVP) for students of all specialties of their choice. May 22, 2024. The Verkhovna Rada adopted the Law of Ukraine “On Amendments to the Laws of Ukraine on Improving the System of Training Citizens of Ukraine for Military Service”. The law provides for the preparation of the citizen’s awareness of “his constitutional duty to protect the Motherland, independence and territorial integrity of Ukraine”. At the same time, there is a need, in addition to the already existing fundamental and legal framework, to create a single cross-cutting concept of patriotic education, which would permeate all educational subjects, and not only the social and humanitarian bloc, capable of “cementing” the nation around the idea of the need to protect Ukrainian statehood, would contribute to the security and defense of Ukraine, starting from kindergarten and ending with those who profess the principle of “lifelong education”, so that the aggressors from the Russian Federation do not think to shout in the future: “we can repeat”. The key to the implementation of such a concept is the need to develop and introduce into the educational process at all levels Ukrainian-centric programs, textbooks, educational and methodological materials, the use of other latest methods on the problems of national-patriotic and military-patriotic education.
