Organizational and legal issues of staffing as a component of logistics for entities in Ukraine’s security and defense sector in the current period

The article analyzes and identifies ways to improve staffing as a component of logistics for entities in Ukraine’s security and defense sector in the current period of war and identifies problematic issues in this area. Attention is also paid to individual entities of personnel provision as a component of logistics for entities in Ukraine’s security and defense sector during the period of martial law, and on this basis, changes to the current legislation of Ukraine are proposed.

This article emphasizes that a professional interview, rather than a formal one, is an integral stage in the selection of military personnel before appointment to a position. However, it would also be appropriate to seek the opinion of the team regarding the candidate’s competence, personal and professional qualities (both as a manager and as a candidate for the vacant position). During this special period, when martial law is in effect, the leadership of Ukraine’s security and defense sector faces unique modern challenges when making personnel decisions, and this is crucial today, as any management decisions have consequences.

The focus is on the impact of corporate standards on the formation of integrity in young professionals. The values and criteria for assessing employee behavior that are accepted in the corporate consciousness significantly determine the direction of their professional development. Corporate integrity is a necessary condition for the formation and maintenance of zero tolerance for corruption among entities in the security and defense sector of Ukraine as an internal standard for their activities. It is proposed to enshrine in law provisions in accordance with the criteria of “integrity in public administration” and to place a so-called “stigma of dishonesty” on individuals, in particular to hold not only officials responsible for crimes, but also their close relatives who contribute to its implementation (wife, husband, children, parents, brothers, sisters), without the right to hold strategic management positions for life or for a certain period (not less than 10 years).

Along with this, it is also reasonable that the Comprehensive Strategic Plan for Reforming Law Enforcement Agencies as Part of Ukraine’s Security and Defense Sector for 2023–2027 should also include measures aimed at: developing ethical leadership among management for effective teamwork, a motivated mentoring institution, as well as the creation of a competency model (for interviews only) using artificial neural networks (artificial intelligence) and continuous adaptation to current requirements.
