Parliamentarism in Ukraine under Martial Law
The article notes that in the modern conditions of national state-building, attention should be paid to the peculiarities of the development of national parliamentarism, which, despite the state of war in the country, continues to remain a civilizational value that ensures the development of democracy in Ukraine. The author emphasizes that the further development of domestic parliamentarism in martial law should include improving the work of the Verkhovna Rada of Ukraine as a representative body of power, which in wartime should act as an integrating institution that must: a) consolidate domestic society, prevent conflicts between various political forces, b) strengthen the political system, c) modernize the economic system by transferring the domestic economy to a “military system”, d) legislatively ensure the fight against the aggressor by normalizing the work of state authorities and local self-government bodies both in the territory controlled and uncontrolled by Ukraine and in the zone where military operations are being conducted, regulate the strengthening of the institutional component of the state mechanism through the modernization of the country’s defense forces and law and order, proper regulation of the status and organization of the work of the parliamentary coalition and the opposition, f) continue the processes of democratization of the country, e-government, informatization and digitalization of public authorities, g) strengthen international cooperation with parliaments of other countries, aiming at creating a coalition of democratic countries for military, political, economic, and social assistance to the Ukrainian people in repelling Russian military aggression and effectively confronting the aggressor, h) act as an institution that forms the basic principles of the ideology of national statehood, etc.
It is concluded that in conditions of war, the development of national parliamentarism is significantly modified, acquiring new qualities and qualitatively new forms. At the same time, it is important that national parliamentarism, even in conditions of military aggression by Russia, retains its universal form and, with all the features of martial law and military operations in Ukraine, fulfills its democratic purpose, contributing to raising the level of parliamentarism itself and the stability of the national parliamentary system. The potential of national parliamentarism should be directed to solving the needs of timely and adequate response to key issues of national security, the modern needs of Ukrainian society and citizens of Ukraine, the modernization of the national mechanism of public power and other democratic transformations in the country, associated with the future accession of Ukraine to the European Union and the introduction of European standards of statehood in the domestic sphere of state building.
