Social Networks as a Space for the Exercise of the Right of Access to Information

The article is devoted to the study of social networks as a space for the implementation of the right to access information in the modern information society. The relevance of the topic is due to the dynamic development of information and communication technologies, the globalization of information relations in the digital space, which causes the need to rethink approaches to understanding the right to access information in modern communicative practices.

The transformation of traditional digital communication channels is associated with the advantages of social networks, in particular their convenient integration with the audience, high user involvement and visualization of digital content.

The author draws attention to the fact that the issue of legal regulation of public relations in social communications is a subject of significant scientific interest in the context of studying issues of ensuring human information rights, media activities in the context of digital transformation, and relations between the state and civil society.

Based on the analysis of doctrinal sources, the article reveals the concept and principles of functioning of social networks as a «space of virtual communication, which is a mechanism for network transmission of information.» The understanding of social networks as an important media environment that allows you to freely collect, process, store, distribute and create new information in the digital space is substantiated; as a space for the implementation of human rights to the free development of your personality, freedom of thought and speech, free expression of your views and beliefs, etc.

The statistical indicators of the prevalence of social networks and their role in ensuring access to official information are analyzed. It is observed that the popularity of social networks is caused by a successful combination of their technical simplicity, convenience, accessibility, informality and psychological comfort for the user with a fairly high informativeness. The significant impact of social networks on the life of society, the dissemination of official information and the quality of communication between public authorities and citizens is stated.

The normative basis for the implementation of the right to access information in social networks and the importance of their use for interaction in the public environment, as well as for ensuring the implementation of human and citizen rights and freedoms, is outlined.

The conclusions summarize the importance of social networks for satisfying the widest possible range of information interests and needs. By creating a new, special model of relations between government and society, they help build participatory democracy and improve the system of governance.
